One word for fully customizable most-everything, and fully IE compatible
OOTB (since it uses the IE rendering engine):
Maxthon
Works with IE7 quite handily. Even more options for customizing tab
browsing than FF.

It's bad enough that one needs to validate their windows installation
before downloading but then when one starts the install it asks to
validate again. Give me a break as I have better things to do than
validate every time I download something from MSFT & every time I
install that same MSFT app.
The tool bars aren't customizable enough for me so I uninstalled it
without incident. I couldn't move the command bar or the address bar
to where I wanted them like I can with Firefox 1.5.
Thanks but no thanks MSFT as I'd rather keep IE 6.
