Noise and or static in the line causes the fluxuations in speed from time
to time. Its the nature of the engineering of POTS which is mostly copper
wire and even DSL is susseptible to this problem to since it also uses POTS or 
as commonly called PBX (Public Branch Exchange).

56K modems are asymmetrical in nature. When you connect to a 56K modem, you can 
only transmit upstream at a maximum speed of 33.6Kbps. The data can be 
transmitted to you at a maximum speed of 44-48kbps. Keep in mind that 56kbps is
the theoretical maximum operational limit not the actual maximum speed. This 
means that downloads to you can be faster but no greater than 56kbps, but 
uploads are no faster than V.34 modem connections.

It also depends on how good the wiring and POTS are in your area in some areas
on the network you can get as much DL speed as up to 48kbps while in others 
33.6kbps. 

 Don't fall for the old Netzero $9.95 POTS ISP what you'll get most likely will
be a lot of hangups and poor service on the line as the total number of 
connections
increase so don't even bother.

 IMHO if you can afford DSL then go for it. The speeds are much faster than
plain old POTS 768kbps on up to T1.

Have you actually measured download time on a stopwatch, when getting the
same size file, and verified that the reported greater speed is giving you a
faster download?

Never believe everything you read until verified...

I have a dual boot system with Win98SE and Win 2000 SP4. There is a modem, a
U.S. Robotics V92 Fax PCI model 5610, recognized in both systems.

When Win98 is used the connect speed is 48 Kbps or higher. When Win2K is
used, the connect speed is usually 44 Kbps or lower, seldom higher.

The end result is that I usually boot into Win98 to download, a
inconvenience and a security risk.

I assume that the drivers are causing this difference. Is there any way to
get the W2K speed up to the Win98 speed?
