Problem solved for now. I downgraded Java to v1.3.1_02 after finding some similar problems on Google.
I had been at the latest release and had problems displaying the radar loop, so I downgraded to 1.4.2_04, which fixed the missing loop image problem, but had the slow load with 99% CPU usage. v1.3.1_02 displays the loop correctly in Firefox, but has a glitch in I.E.5, but loads quickly in both with out the long period of 99% CPU usage.
