I just pointed my browser using Windows XP SP2 with IE 7 Beta 2 RC1 running
with admin privileges and it shows the same message as what the link

Are you running a verion of IE other than 7 Beta 2 RC1? It may
be that you could be running WIn XP Pro SP2 with IE 6.0. Since IE is
intergrated into Windows XP PRO then the information must be comming
from the IE and WUS engine and not from Windows XP pro itself becuase Window
update services uses IE to detect the presence if wether Windows XP Pro has
SP2 or not reguardless of wether or not you have admin or non-admin privilages.

FYI:

I went to the following MS page, and it detects my SP level wrong.

I have:   XP-Pro-SP2 (FPP)

http://www.microsoft.com/windowsxp/sp2/default.mspx

So I figured out that it "lies <grin>" if you have "good security"
and block all their "toys" from running behind the scenes.
Not too surprising, but something to remember if you
run as anything OTHER THAN an Admin with default (Medium?)
security settings...
