A number of reasons !  Primarily money.  The government wants to repeat 
the bonanza that it had when it auctioned off the old VHF TV bands !  
That put 20 Billion into Gordon Brown's war chest.  The mobile phone 
companies that paid for licences are still paying off the debt !

Another reason is that if its digital, it can be counted !  Every bit 
has a value that can be passed onto the the paying public.  There are 
many implications of this.
