That "small technicality" is nothing new.  It the standard OEM license
restriction that has applied to XP, 2000, ME, 98, 95... 

Although, we can probably expect a more restrictive WPA algorithm, since
XP's WPA usually approves a re-install of OEM s/w to any hardware as long as
activation hasn't been requested in the last 3 months.

be transferred to another PC."

So if you are going to purchase a copy of Vista get it boxed and not
pre-loaded so that you won't
get burned. ;)
