Or are you saying that you had win98 installed and you overwrote the
win98 when you upgraded? Upgraded to what?
What kind of win98 CD is this anyway? Is it an OEM version (i.e.
one that came with your computer, or was it a boxed, store-bought
version, or is it an MSDN version?

Not if you don't have some kind of bootable MSDOS. If you have a bootable
MSDOS, even if it is the wrong version, then there MAY be a way to do this,
but it is a somewhat complicated process, one that we have not really tried
or documented but that might work theoretically.
