I had the same experience this evening and nearly gave up until I checked the
permissions of the license.txt file in the install directory.  They were only
wr for root, nothing for other users.  I changed the permissions to 666 and it
works fine.  I guess since you have to have root permission to copy to the
install directory, the permissions get set to root only and have to be manually
set to others.
