Well, my experience with Debian is limited but if your distro includes
the text version of Midnight Commander then you are in luck. It can open
rpm files like most other archives. Once open, press [ENTER] on the file
name CONTENTS.cpio to access the actual rpm contents. I use this feature
all the time when browsing my local archives.

As for Debian installs, I'm sure it can be done since I recall several
folks using W4L on Debian (Corel, Caldera, et al.) systems.
