Don't know why not but I haven't used 2.2.18. Currently I'm running
X4.01, a Voodoo3000, Linux Mandrake7.2/kernel2.2.17 and Win4Linv2.

You'll need space for Win4Lin in /opt. The Windows (and apps) install
can be directed but defaults to a directory off the user home
directory.
