There is an option that you have to use to make the floppy available
during install.  If you us win4lin-install, there should be a check
box that you check for this.  If you use the command installwindows,
then use the "floppyok" option (i.e. "installwindows floppyok").
Also make sure that the floppy device has permissions set so that
you are allowed to read the floppy.
