Great, found 'em.
I converted the RPM to deb format and installed it instead of the
RPM package (Had to force it because first removing the RPM
package deleted some files also found in my also-installed prior
win4lin Debian package, so dpkg wasn't happy upgrading it). The
setup now works. Getting VNET working wasn't obvious as nothing
obvious told me I had to go into "Add Hardware" to add the "Merge
NIC", etc.

I notice now (for the first time) the file
/etc/rc.d/init.d/Win4Lin
which I would assume is _not_ invoked on Debian startup.
I see I have /opt/win4lin/bin/vnetd-2.4 running in the background
even when win4lin isn't running. I assume I'll have to hack in
/etc/rc.d/init.d/Win4Lin as /etc/init.d/Win4Lin to start it on
bootup.
Note that it doesn't like devfs:
# /etc/rc.d/init.d/Win4Lin
/dev/ttyS1: No such file or directory
/dev/ttyS2: No such file or directory
/dev/ttyS3: No such file or directory
Starting Merge virtual network (vnetd)

Well, I guess I get can it to keep working from here in spite of
the setup troubles on Debian.
