Well that isn't the place where Debian would put it, but there was a
symlink to this created in /etc/rc{2,3,4,5}.d.  Therefore it is invoked
on startup (normally runlevel 2), causing vnetd to be run.

I haven't used vnet (no need for it here), but version 3 has been
running just fine for me.
