Welcome!
There is no sure way of knowing whether another person is working in
your area of interest. There are chances to make that probability lower
by looking at recent discussions, by being present on the wine-devel
list and perhaps be somehow announcing your intent.
But as history has shown, there have been only rare occasions, where
people "stepped on each others feet", and even that may be a good
thing when people then join their ideas and find better solutions then
they would have found on their own.
As has been discussed before, only Alexandre has write access to the
CVS tree. He applies patches or rejects or delays them silenty or
sometimes after a short notice.
