I will fix Application files and leave javax.ws.rs.ext.RuntimeDelegate as is. I see that you have some experience with RAT - beside checking the presence of legal headers, what else it does? (could not find any descent documentation)

It looked like they were properties files and can be adorned with a legal header. javax.ws.rs.ext.RuntimeDelegate is only to contain a single line of a class name to load. I am not sure if the spec allows for adorning a header here. It would be nice to resolve the application files if we can and then can leave the javax.ws.rs.ext.RuntimeDelegate asis.
