I think there can be some argument on what packages to export. I basically
started exporting everything including internal things since in the
non-aggregate JAR case, there are some calls to the internal code from across
JARs.
As far as testing, using the PAX stuff seems to work out ok. Their unit test
framework apparently downloads Equniox/Felix/etc. and will start/resolve the
dependencies. There are still a few issues beyond this which I would hope OSGi
or Aries would solve (i.e. spec JARs needing the META-INF/services exposed)
which make the real end to end scenario not optimal right now.
