That's right. The LICENSE includes the licensing information for the artifacts 
which are included (you don't really need to choose the license in the license 
file). The NOTICE file should document the license chosen by the ASF (i.e. 
CDDL).

Here's the Aries notice as an example:

Aries JPA includes the persistence schemas from the JPA specifications.
Copyright 2005-2009 Sun Microsystems, Inc. All rights reserved.
Aries JPA elects to include this software in this distribution under the
CDDL license.  You can obtain a copy of the License at:
    https://glassfish.dev.java.net/public/CDDL+GPL.html
