Heading South(toward the lake) on
Grant or Sioux who has the right of way coming East from the High School on
Lake Street?? Who would get the ticket for not yielding if there was an
accident? Why to people drive in the
inside(passing lane) when not turning left between Mankato and Gilmore Ave and
then drive 45 mph? Why to people who are turning on to
Sarnia from Mankato get in the inside lane at 43 & 61 to block traffic

intersections, especially in my neighborhood, so that we don't have the extra
noise and fumes from cars and trucks completely stopping and starting. But I
will admit they belong in times past when people didn't expect so
much government control of behavior. If, before more of our streets are
rebuilt, we could incorporate traffic calming features into residential areas,
the consequences of driver negligence at uncontrolled intersections would be

lived here only 14 years) that many people move to Winona or visit our city,
coming from cities and towns where all intersections were controlled.
This creates a completely different set of expectations and driving habits than
