I think that Chief Pomeroy hit the nail on the head.  It sounds like some people want the government or "the officials" to take care of them.  If anything happens due to lack of attention, being in to much hurry or even just arrogance on the part of the driver then it must be someone else's fault.  It is called victim mentality and our society is moving to much to that way of thinking instead of  assuming some responsibility for their indulgences. 
 
 The recent McDonald's lawsuits are a perfect example of blaming someone else AND wanting them to pay for our own indulgences.  Thank heavens the case was thrown out.  Does it mean that McDonalds and others can't and shouldn't improve their products and make them more healthy? Or that intersections shouldn't be safe? No, but it is our own fault if we choose to eat greasy food or drive faster than conditions suggest. 
 
When I go to a new place I keep basic laws in mind, my eyes open and ALWAYS yield rather than argue if I am right.  I also allow extra time to find my way around a new area or to find a location.  Doesn't everyone!
