I believe the City already bans pop machines on porches.  A quick search of Winona's municipal code on their website turned up the following . . .

ARTICLE XIII.     RESIDENTIAL DISTRICTS
     43.54.3       VENDING MACHINES � RESIDENTIAL DISTRICTS.  The sale or display of a product or commodity by vending machine that is visible and accessible to nonresidents of a property or building shall be prohibited.  This prohibition shall apply to any property or building which is used exclusively for
residential purposes.

I, too, thought the idea of and ordinance against indoor furniture and pop machines on porches was a good and creative way to impact the "party house" culture.
