If extended bar hours will increase the demands on local law enforcement,
then take the same approach that Winona does for motor vehicle noise
enforcement: For whatever violations are at issue, post a few signs claiming
that those laws will be enforced. If potential violators are deterred,
that's great. If not, then we can claim to have done all that can be
expected.
