Site Based Mgt in Winona Schools will be starting its 20th year. 
Lee Brittenham, superintendent from 1983-1991 was a passionate 
believer. He had been exposed to Site Teams in his work in Hood River 
, Oregon and was recruited to do his doctorate at UW-Madison  and to 
be involved in a site team research.   I believe at one time there 
was a decision matrix of what was site, central office and board 
decisions.   Sharon's mentioned some of the topics of Senior High. It 
would be interesting to know what have been accomplished in nearly 2 
decades and what teachers and parents think of this process.  I've 
know of a couple business people who've been on High School site team 
and left because they felt not much happened there as we ponder why 
community members might not want to participate.

Scott mentioned regarding some positive practices that" I think teachers'
organizations are actively promoting and supporting all of the 
above."  I wonder how the local teachers' association views site 
teams?
