Private philanthropy as a replacement for tax-funded social programs? That
will really be turning back the hands of time! Kind of reminds me of that
oft-repeated Republican mantra of the Reagan years, "the failed policies of
the past." To find out how well this  concept would work, I suggest dipping
into any of Charles Dickens' great novels about the underclass in England
during the Industrial Revolution. Now there was a system where government
got out of the way and let natural generosity take care of the problem!

Come to think of it, under the banner of free trade we know that conditions
familiar to Oliver Twist are the norm throughout the Third World. Is it
part of the Corporate New World Order agenda to bring such conditions home
to the U. S. as well?
