What Vicki said about the United Way being able to direct the money you give in exactly the way you want it given is true.  All you have to do is  to write on your donation where you want your donation to go or where you do not want it to go and they will honor your request..  It has always been that way.
 
There are many people who don't want to give to one or other of the recipients of United Way money.  Everyone has their pet charities and charities they don't believe in.  It is not just the Boy Scout thing that bothers everyone.
 
The big however, is that there are many worth while organizations that do receive funding from the United Way and the money stays LOCAL.
 
The steps that need to be taken to get on their list and stay there are not easy or simple. The organization has to have a good business plan, work on raising other funds, be a vital element to the people and meet several other criteria.  They are reviewed every year and must submit budgets and other supporting data and then be approved every year. 
 
I am sure Bob or others can give more details but in a nutshell, money given stays local and money given can be directed according to donor preference.
