I was a part of a terrific discussion at the
heritage preservation commission at city hall today about the levee
project. It was short, it seemed about fifty-fifty split between "this is
terrific," and "i'm not sure about this part." What was agreed was that a
lot of us need to be educated on the issue, and I understand that both the mayor
and several members of council plan town meetings on the proposal. This is
a good thing.
Apparently, project donors also intend
to create an endowment to ensure ongoing expenses are funded. If this
is true, then the largesse of this gift really is quite amazing...and that it be
proferred on a silver platter to the city of Winona, you don't turn that
down...even if you think it should really be a block away or
whatever.
One proposal is that instead of building strictly a
visitor center adjacent to the Thompson, why not build a small convention
facility that could accomodate 500. I have also heard concerns that every
effort be made to preserve the important sightlines, both on shore and from the
water...and that river and downtown need to be connected, not divided. An
argument is also out there to put the Thompson nearer the commerical harbor, and
make it a real museum of the working river.
Whether such suggestions will be considered, I
do not know...this could be a my-way-or-the-highway kind of deal. It
sounds like there will be a good debate on the issue...let's just not sign
anything for ninety days...how does that sound?

FYI...The HPC began the process today of placing
the first private residences on the local register of historic places.
These three homeowners should be saluted for their stewardship of an historic
property as well as cooperating with the community in their preservation.
