A response re city-non-city costs:

 

I don't know of any township-city cost benefit comparisons that have been published, but several studies have been made of individual city-suburb complexes, virtually all concentrating on large metropolitan areas. The latest study that I am aware of  (Phil or Steve Hacken might know of some later ones, especially those from a different disciplinary perspective) is the 1997 review by two political scientists, Brett Hawkins and Roberta Derlin, �Do Suburbs Harm Cities? A Review of the Evidence,� in Research and Opinion, vol. 11, no. 3 (see http://www.umw.edu/Dept/CUIR/rando/11-3.html). They reported that of fourteen cost-benefit studies that discussed benefits and burdens (a rare subject combination in urban-suburban studies), seven reported that suburban activity provided a net gain for cities, four reported that benefits equaled cost for cities, and three reported net suburban gains. General findings seemed to indicate that even when cities gained more from the relationship, interdependence often aided the economic life of both suburban and urban areas.

 

You should look over this review and perhaps check some of the individual research reports upon which it is based. It is of course questionable whether studies in metropolitan areas are very relevant for small towns in general and Winona in particular. In fact, cost-benefit studies of the relation between cities and suburbs have very great methodological difficulties (at least as I found many years ago as a graduate student at the University of California, when I was part of a group of economists, political scientists, and educators investigating ostensible municipal overburden in the Oakland-Berkeley area), so comparisons must be made with care even when you look at similar localities. Nevertheless, some findings may be enlightening.

I'm curious if there has ever been a study done to determine the indirect cost associated with residents that reside in townships on cities i.e. city services such as roads and parks?  How much of my city/county tax dollars go to subsidize those that live in Wilson Township (i.e. patrol services for the sheriff office)?  Do you have the answer to this question Phil?

My concern is that those that choose to live in the "country" and have 4 or 5 acres just outside of the city also want city services such as parks, libraries, swimming pools but aren't paying their fare share.  Why as a city tax payer should I have to suppliment services (i.e. police, parks, roads) through taxes dollars for those that live just outside of the city in the "country"?
