[Winona Online Democracy] The 3/5 compromise in the original version of the Constitution was at the behest of the Southern States because the census counted in determining how many representatives each state would get in the Congress. The South actually wanted to count all slaves (but not give any of them citizenship or the right to vote). The Northern states agreed on the 3/5's compromise in order to get the constitution out to be voted upon by the states. This allowed the South to dominate politics for many years by giving each Southern voter extra votes, and thus allowing those states to be overrepresented at least until the Civil War. ----- Original Message ----- From: "Phil Carlson" <[EMAIL PROTECTED]> To: "Online Democracy" <[EMAIL PROTECTED]> Sent: Friday, February 13, 2004 9:12 AM Subject: RE: [Winona] Back to Insurance
