Regarding Neil K.'s apologies for landlords, I believe it is currently the law that they are responsible for some of their tenants actions. If a rental has a history of loud, disruptive parties, for instance, the landlord can be held accountable because he or she is the owner of the property and has legal control. Likewise, trash, broken glass on the sidewalks, and unshovelled walks should also be under control of the landlords--they are the ultimate stewards of their property. If their tenants defy the rules, they could have provisions in the lease that would allow for eviction. Landlords may not live in their rental properties, but they still must be good neighbors.

Your example of murder is extreme, and of course I would not agree with that. However, it is the landlord's duty to establish rules and regulations that provide for good behavior. If they are not willing to take an active role in their properties, then they shouldn't be in the rental business. With rights come responsibilities. In other words, loud parties, broken glass, trash, and unshovelled walks are not privacy issues.

As for bashing the landlords: why, some of my best friends are landlords!

Holding landlords accountable for tennants actions... If a tennant commits a murder in one of these residents, is the landlord responsible? If a tennant turns to drug use, and prostitution, how is it possible for a landlord to police such activities when they have laws restricting them from interfereing with the personal lives of their tennants (privacy laws)?

Bottom line, hold the people responsible responsible, and leave the landlords alone.
