You raise some important points which make this
issue a complex one, Neil. I think it comes down to how we teach
others (usually adults) respect for another's property. In the case of
broken bottles, I suspect there might be some alcohol involved. Clearly
alcohol impairs an individual's judgement. I think the question, "How do we
hold these individuals accountable?" is a good one. What do folks think
are effective ways of addressing this issue?

the people of WOD allways seem to push blame on landlords for the
actions of their tennants. If litter is a problem, then have the city, or
police hold the tennants living in these dwellings accountable. After all,
they are the ones who littered, in the first place.
Holding landlords
accountable for tennants actions... If a tennant commits a murder in one of
these residents, is the landlord responsible? If a tennant turns to drug use,
and prostitution, how is it possible for a landlord to police such activities
when they have laws restricting them from interfereing with the personal lives
of their tennants (privacy laws)?
Bottom line, hold the people
responsible responsible, and leave the landlords alone.
