Wouldn't the visitor center on Huff by the Lake continue to be the 
primary source of information for tourists unfamiliar with Winona? 

As for locating the CVB office in the Winona Island Cafe building, 
I think Amy Engrav has greatly enhanced the Levee Park as a Winona 
riverfront tourist attraction. It would be a shame to lose her.

I agree with your thoughts on the preliminary dredge location plans. 
(BTW: It would ruin the view from the Winona Island Cafe.) But a Latch 
Island location might be a problem also since I believe the ship needs 
to be above the high flood water level to avoid the considerable expense 
of maintaining it in floating condition. Maybe a commercial harbor spot 
would work. That's still close to downtown, and could be integrated into 
a viewing area for the barge loading activities.
