It sounds like you had just a horrible experience dealing with this governmental office.  Clearly, any confidence or trust in this office has been destroyed as a result of your experience. 
 
I know that a few years back I had a terrible one with a county office and when I wrote a letter to the department administrator, I received an immediate response and apology followed by a phone call from Mr. Reinhardt who was very responsive to my concerns.  I was reassured that my expectations of the county employees had been realistic and that the issues that concerned me were addressed immediately.  I also had requested and received a written apology from one of the employees who had behaved very discourteously toward me.
 
I wonder what steps you may have tried to take to have your concerns addressed.  It is unfortunate that it seems that there was no resolution or solution to the troubles you experienced.  I can't believe that this is the intended goal of our government officials--to lose the trust and respect of citizens.
 
Maybe some of the elected officials or county/city employees could help all of us understand what procedures are in place to address citizen frustrations when dealing with any of the departments?

I read with interest the articles in the paper stating that the planning and zoning office is understaffed.  I find this unbelieveable>>they certainly had enough staff when they put my family through hell 3 years ago.  Between that office, soil and water out in Lewiston and neighbors(who cannot even see our son's lot) we were living a nightmare.
I will never* trust that office again. Never.  If I ever need to deal with them again, my lawyer will be standing right beside me.  We had to hire one anyhow. Thank God he was honest, because that office was not.  They don't even know their own ordinances, I think they make stuff up as they go along. If I had it to do all over again I would write down every word that was said to me,  make the person who said it sign the paper and date it.  They say one thing one day and the next time change their minds.  I get upset and angry just thinking about what that office did to my family.
