An article about Rochester's new upscale housing development

Monday's (Aug. 16) Saint Paul newspaper:
It might not be relevent to Winona's pending valley expansion,
but
if one has in interest in architecture and landscape design
beyond
that of a historical nature....
Here is a quote I find amusing:
The original design "did preserve half the land for open space," Coen said.
"But engineers are taught to construct roads and underground utilities. They're
not trained to analyze the land."
