You (Keith) are right on the mark by at least investigating Conservation Development - meeting date conflicts aside. A National expert in this type of development design was also called upon by Lake Elmo - in our case, Randall Arndt. Of the 13 new neighborhoods (400+ units) we have seen in Lake Elmo (east Metro) during the past 7 years, 12 have been conservation design, with about half of them served by alternative wastewater treatment systems - Constructed Wetlands in all cases. Maybe not the favorite strategy by the "pave the world" Metro Council Planners - as we have recently seen. They do have their own agenda (Met Council). They are, after all, in the sewer and transit business.
 
I have been hosting about one bus tour a month for elected leaders and staff of other "ex-urban" Metro cities as those communities are addressing moving to Conservation Development themselves. With most of those Lake Elmo Conservation Developments now built-out, our guests have had an opportunity to see what concepts like clustering and mandatory 50% open space preservation appear in "real time". Most have respeonded: "Wow, rural character and natural resource protection 10 miles from downtown St. Paul!".
 
I wish you and my former home city the best - regardless of the development form you select. I can tell you, however, that Conservation Development has been successful in Lake Elmo. That said, it is not the answer everywhere for everyone. Winona should at least take a look .
