[Winona Online Democracy]


I too would like to encourage the tax payers of Winona to attend the City Hall
meeting tonight.  Two developers are requesting the City expedite their
requests to annex. Neither development abutts the city limits.  The developers
do not want to wait for an orderly annexation plan to be put in place. 

The request for the orderly annexation plan is not new.  The request has been
made by the Township as well as the County  sometime ago before these
developers requested annexation. The City has developed "their purposed plan"
which is being reviewed and will be responded to by the Township.  The "plan"
is in the process of being developed, yet these developers want to be "exempt"
from this.

My question to the City Council would be this, "why should these developers be
singled out from the orderly annexation plan?"  If the answer would be because
they made their request before the plan was in place, question two would be
"what about the next developers that come along before a plan is in place?" 
Where does it begin and where does it end?  Does the City Council have a double
standard here?

Tax payers need to realize, that if the Township says "no" to this, the next
step is likely litagation.  This will cost the tax payers of Winona hundreds of
thousands of dollars. Can any of the City people quote what it cost tax payers
for the Winona Township litagation.

Is this where tax dollars should go?  Or should an orderly plan continue to be
developed that will include the developers.  Are the citizens of Winona so
generous with their tax dollars that they want to "donate" them to the
financial adventures of two developers?
