My understanding concerning funding for The Thompson is that the city
will
foot the infrastructure bill...any road redesign (parking lot
probably?).  I
am less clear on the land preparation costs that are associated with the
project...anyone who could clear me up on who pays for the base for this
vase, I would like to hear from you.  It is my understanding that
restoration costs (presumably including the new off-deck center and
auditorium) as well, of course, as any aquisition costs, would be borne
by
the society.

Bud Baechler has also indicated that some kind of endowment would be
forthcoming to at least help things along, if not to fully fund it.  I
have
no problem with an admission charge to see the boat...folks pay
admission at
three county historical society museums.  I'm sure they'll cut a deal
with
school groups (could be a real nice trade for them).  In terms of
ongoing
public funding, I could sure see the CVB, for example, allocating
dollars
specifically to promote the boat.  I could see the Port do something,
too...it will be their neighbor...and a natural place for them to
promote
their work (if there is a need or desire for such promotion, I guess I
don't
know).  I would have no problem with these kinds of indirect subsidies.
I
don't see a line item for the boat on the city budget...the Wilkie sure
doesn't have one.

As for Paul's 'headline grabbing' introduction to this topic, I say...in
the
most good-natured way possible (Paul knows this)..."Don't be such a
shrew!"
Paul Double has supported lower taxes and less government since
forever...now he is complaining that budget cuts have museums becoming
more
entrepeneurial.  Pardon me?  Paul...cut them some slack...let's see what
they come up with before we lament our chosen lot.

I have heard a grand total of one reference to a higher purpose for this
vacant land (okay, maybe two but one of the sources doesn't count...the
other I don't know so I gave him some credence).  Supposedly when the
harbor
was designed in the 70's the plan was to envision the expansion of
containerized shipping on the upper river (which as of today does not
exist).  Winona would become a free trade zone, and a major transfer
point
for containers river-to-rail.  It hasn't happened so far, and I don't
see it
happening anytime soon.  They can have the land for fifty years, at
least...I bet...and no harm done.  I was adamantly opposed to a levy
location for this boat.  The society has been very honorable in its
willingness to listen to popular opinion in Winona, I think.  So far
they
are doing it right.
