It makes sense to me to provide government services for which we might not see a direct benefit to ourselves.  That is why I am leary of a "needs assessment" on every tax-sponsored program, unless a wider definition of "need" is used. 
 
For exmple, I may use the library only occasionally and don't get my full tax contribution back from my use.  By this calculation the library is a drain on this taxpayer.  But if an unemployed person on welfare uses it to research jobs on the Internet (not being able to afford one himself at home) and then is able to find a job and get off welfare, is the library needed?  I think so, and think this is the kind of service we should all chip in to provide.
