[Winona Online Democracy] This morning at the Winona Chamber conference call to the state chamber the subject of a state wide assessment for clean water and the ability of the federal government to "stop" all industrial grown was discussed. The proposal would tax, or maybe a fee, every connection point into a municipal sewage system and "every septic tank" in the state of Minnesota $36. I would hope the Winona Daily News, Winona Post and Winona Radio will keep us assessed of the real possibility of this becoming the law of the land!
