A clarification on Paul Double's explanation of tax increment financing
(TIF): the property owners within the TIF district pay the higher tax - not
the same taxes as before - based on the higher value of the land.  This is
the source of the "increment".  But he is right that all this increment goes
to the authority that created the district and the project, to pay for the
project or to pay off bonds that fund the project, and not to the other
taxing authorities, until the district is dissolved.

Example:

  * Ten parcels each pay $1,000/yr in taxes - $500 to the City, $300 to the
school district, $200 to the County.
  * Total taxes: 10 lots x $1,000/yr = $10,000.
  * The City puts in a project (say a new road) that would not otherwise
have happened, but that will increase the attractiveness and value of the
properties nearby.  Cost of road: $80,000.
  * With the new road the properties jump in value so that they each pay
$2,000/yr in taxes, or $1,000 more each.
  * The first $1,000/yr per parcel ($10,000 total) of taxes is distributed
as before to the City, County, and school district.
  *  The City collects the extra $10,000/yr in taxes and pays for the road,
and only for that project and its engineering and administrative costs.
Over 10 years, they've collected $100,000, which with interest pays off the
$80,000 road project.
  *  When the 10 years are up and the project is paid off, the other
jurisdictions get the extra taxes as well, so that their share is doubled -
the $2,000/yr in taxes on each parcel is now distributed $1,000 to the City,
$600 to the school district, $400 to the County.

As I understand the process - the government unit which establishes the TIF
locks in the tax values at the then current values.  The county and schools
continue to get taxes but at the locked in rate.  All increase in value and
the taxes over the base line go to the TIF until the TIF is reimbursed at
which time the TIF is dissolved and the other government units then start to
receive their fair share.  During the process the owners of the property pay
the same taxes as they would if the TIF didn't exist with the TIF capturing
all the increases in taxes for the repayment.

Could any of you WODs explain, in plain English, how establishing a Pelzer
Street area tax increment district would make up for the six million dollar
shortfall? And don't assume I know how a TIF works, because I keep
forgetting.

I sort of think that the money comes from the increased taxes that economic
activity and property values that a project generates. Those taxes would be
dedicated to paying off indebtedness incurred by the project.
