The Fund Shell Game
Lets walk through the events – a few
months ago the Port Authority was able to use some of their funds to support Shakespeare,
which has nothing to do with the Port, now those funds could have been
used to provide some relief on some additional costs related to the Pelzer
project which directly benefits the Port. Add to that the proceeds from the sale
of the 70 + acres of the east end land filled from the lake then we as
taxpayers “gave” to the Port Authority with our sales tax surcharge.
Now the use of TIF funds are proposed which would include the Port which might
then open an opportunity for the Thompson Museum project which is helping grow
the Industrial base in the Port area. And by the use of the TIF the
school district does not share in property tax growth to reduce their need to
cut costs or increase revenue.
The plan must be for the Port to generate
many new jobs which would draw “new families” to Winona so they could get
increased per pupil aide with more kids thus offsetting their lost share of
property tax revenue.
A creative plan, a stroke of genius!
