Winona Senior High School Student Dress and Appearance

School District Code:  Policy 918.1

Adopted:  May 20, 2004


I.      PURPOSE

The purpose of this policy is to enhance the education of students by
establishing expectations of dress and grooming that are related to
educational goals and school standards of decency and respect.



II.     GENERAL STATEMENT OF POLICY

A.      The School District reminds students and staff that school
is a student's place of learning and this policy encourages dress that is
appropriate for school activities.  It is the intention of this policy to
affirm students' rights to express their individuality while enabling
students and staff to focus on learning in an environment of mutual and
self-respect.


B.      Appropriate clothing includes the following:
                1.      Clothing appropriate for the environment.
                2.      Clothing that is safe and hazard-free.
                3.      Clothing appropriate for the activity (e.g.,
physical education or the classroom).



C.      Inappropriate and unsafe clothing includes the following:

1.      Clothing that over-exposes the chest, abdomen, buttocks and/or
undergarments.

2.      Clothing bearing a message that is lewd, vulgar, or obscene.

3.      Apparel promoting products or activities that are illegal for use
by minors (e.g. alcohol, tobacco, drugs, etc.).

4.      Emblems, badges, symbols, signs, words, objects, or pictures on
clothing or jewelry communicating a message that is disrespectful of race,
gender, religion, sexual orientation or is otherwise derogatory to a
protected minority group.  Harassment and/or violence against other
individuals is defined in District Policy 625.2.

5.      Any apparel or footwear that would damage school property or be
considered a safety hazard.

6.      While in school buildings, outdoor jackets/coats (unless use
during the day is approved by staff), sunglasses, and face coverings are
to be kept in the student lockers.

7.      Backpacks, oversized book bags, over-sized purses, carrying crates
and other containers must be stored in student lockers during the regular
school day and until the student is directly leaving the building.

8.      Any chains of excessive length hanging from belt, pants, pocket or
wallet or any item that contains sharp objects.

9.      Miscellaneous headgear such as hats, caps and bandanas are not to
be worn in any  building except for approved health or religious reasons.
Hoods on sweatshirts should not be covering the head.

10.     Any items that are  indicative of criminal gang membership or
affiliation may not be worn or displayed  in any school  building or
exhibited on any grounds or at any school sponsored event.

"Gang," as defined in this policy, means any ongoing organization,
association or group of three or more persons, whether formal or informal,
having as one of its primary activities the commission of one or more
criminal acts, which has an identifiable name or identifying sign or
symbol, and whose members individually or collectively engage in or whose
members engaged in a pattern of criminal gang activity.  "Pattern of gang
activity" means the commission, attempt to commit, conspiring to commit,
or solicitation of two or more criminal acts, provided the criminal acts
were committed on separate dates or by two or more persons who are members
of or belong to the same criminal street gang.



III.    PROCEDURES

Changes in administrative procedures may be made at any time during the
year but must be reviewed by the School Board within the fiscal year.

A.  When a student's appearance, grooming, or mode of dress
interferes with or disrupts the educational process or school activities
or poses a threat to the health or safety of the student or others, the
student will be directed to make modifications or will be sent home for
the day.  Parents/guardians will be notified.

B.  Consequences will be in line with District guidelines,
well-communicated to students and parents, and enforced consistently and
equitably.
