As Duane Peterson indicated, lower participation
than expected by no means indicates failure. Everything is relative. I
personally would like to see more participation, but I must point out that in
relation to population covered, Winona Onlines membership is proportionately
higher than that of the St. Paul, Minneapolis, state or national forums with
which it is associated. Actual participation in discussion during the past year
has also been proportionately higher than that of the other forums. A remarkable
number of subjects have received attention on the forum.
With respect to behavior, Ill repeat that people
should try to be civil. I realize that this is difficult at times. Looking back
over forum activity over the past two or three years, I find that people have
left the forum because they felt they could not get their point across without
crossing the line of civility. Others have left because they felt that a message
or two was uncivil to them. Differing perceptions are inevitable. But we believe
that even if agreement on civility may never be fully attained, a show of
courtesy toward others should encourage full discussion of issues. Most people
on the forum understand this.
I should also emphasize that civility should in no
way restrain people from criticizing policies or proposals vigorously. Nor
should it restrain people from defending or explaining policies or proposals
vigorously. Just avoid personalities. Those whose views on a particular subject
require critical commentary on personalities should use means other than
the forum as a means of communication.

I'm sorry that I did not understand the ground rules earlier.
Obvioulsy it is not permitted to make personal attacks and sarcastic comments
towards most individuals. But it certainly is allowed if those are aimed
at any government or employee therof, as shown by Turek and Kirschman.
I'll aim my complaints more carefully in the future.
No wonder this forum has failed.
