Winona Township required 10% of the land or Value to be dedicated at the time the final approval was given for all subdivisions for the 20 years prior to their annexation.  The parks in Gilmore Valley, WE Valley and even the park in Glen Mary 1948 are just a few of the legacies of the township.  On smaller subdivision money was required so as to upgrade and created a funding source for park equipment Tennis Courts etc.   It was required in the township before it was required in either Winona or Goodview.

 

Sidewalks and curb and gutter are a different animal because we believe you can carry more water and have lower maintenance costs on roads by not having them.  Traffic counts are also much lower because very few subdivision are created to be main roadways and when traffic counts are up you have 66 feet of right-a-way to do what is necessary.  The standard for main roads in the township was 24 feet for the road plus 8 feet paved on either side for shoulders.  That still allows lots of room for utility easements, snowmobiles, dirt bikes or horses. For residential roads in a subdivision 60 feet dedication was required.  Some 1940 and 1950 developments had less but they were the exception.

 

We also required all sub-dividers to build and blacktop the roads to our specifications at their expense and we hired an engineer to supervise the construction for compliance. 

 

One of the primary reasons many sub-dividers want to be annexed to a city is they want a better deal, less restrictions, more lots all of which affords them higher profits but not lower lot prices.  Affordable lots are possible just look at what Habitat for Humanity had for lot costs were next to the Municipal pool.

It seems to me that when the new subdivisions became popular, they tried to get the cities to waive all requirements to provide curb, gutter, and sidewalks.  They also balked at setting aside part of the subdivision for a park.  I agree with you that it was a mistake to omit curb, gutter and sidewalks.  It would have cost more to buy a lot in a new subdivision, but in the long run it would have been worth it.

 

We should learn from the past and try not to repeat the mistakes.
