The Honorable Judge Challeen was on a jail study group that was
formed in the late 1980's. That study (by the way that was 1 of 3
studies that all indicated Winona County needed a new jail)
recommended that the county build a new jail.
Did Judge Challeen make the recommendation, or was there a voting consensus
in which he did not vote for it?
