That seems to be true for now, but there is an ongoing debate among petroleum geologists as to whether conventional crude oil extraction will keep growing or start to soon decline. If the latter, the oil industry would be wasting their money to invest in more refinery capability. The same could be said for government investments in highway expansion. Just because something is too horrible to contemplate doesn’t mean it won’t happen.
