Senate Candidate Herold,

In a previous post about school system related population trends, you 
made the off-hand comment that little of Winona's growth will take 
place west of Mankato Avenue. I take it that you feel it is a given 
that Wilson township is destined to be fully developed into suburban 
subdivisions. (No matter whether those will be clustered houses per 
the Phillips project or spread out on large lots as the township 
officials prefer.) Those future Winonans will, of course, really 
need 100 mpg SUVs to have any chance at living the suburban lifestyle 
as we know it today.

So here's a wonkish governmental question: How should the road and 
highway expansion necessary to serve sprawling development be financed? 
The revenue from fuel taxes would be significantly less if cars and 
trucks traveled that much further per gallon, but they would still need 
costly road improvements.

Pardon my changing the subject. I get your point about having the kids 
be excited about being able to keep motoring off into a bright future.
