I would also need to add to this, the City's poor communication to the
community
is another issue for planning. I don't think I am talking off the cuff here
when I say most people do not want to be actively involved in the planning, but
they want people in office doing the right thing for them as their
representative.  They also want to know the information that the City reports or
plans made to be true and accurate due to the correct studies being done.  

Many times people do not hear about plans until they are well underway.  Many
times the community is notified of planning issues when the issue becomes a
large problem. Or a City spokesperson makes assumptions, gets this out to the
public, and then the studies are done that do not support what the community
has been told. The latest issues are the Country Club, Pelzer and the Phillips
Development.

It is my experience that the City also likes to hide plans from the community.
I recall at a recent township meeting someone asked if the City had mapped out
where they are planning to grow and if so where would the water towers be put
up.  A City Manager said he didn't know of such a plan, and two minutes later
another person (not even from our community) produces a detailed, thought out
City plan of placement of these all over Winona County. The Manager had to be
involved in developing this map. 

These examaples are reasons why there is so much mistrust in the planning by the
City of Winona.  

I am optimistic that the City has realized that they can no longer continue to
promote growth this way.  I am wondering if Phil is referring to the City
working on an AUAR.  If so I would like to know who the Wilson township
representation is.  If I remember right, the Orderly Annexation Agreement
indicated when an AUAR was started there would be Township representation.  If
the City has not started an AUAR, I would like to know this as well (if anyone
out there knows).  Thanks Janice Turek
