I thought I would add my two cents to this
discussion on planning since I am serving on the Heritage Preservation
sub-committee for that process. We have had two meetings thus far...and I
expect we will meet two or three additional times.
We are not (for the most part...we are an
uppity bunch) developing concrete action steps for the city...rather we've used
what have so far been brainstorming sessions to develop issues and priorities
that deserve attention.
As we refine these ideas no doubt they will be more
specific and less abstract, but they certainly won't say "Build an historically
appropriate Radisson with a big parking ramp across from the Winona
7." Sounds good, though, eh? :-)
We're, rather, saying things like "Never build
anything in Levee Park...keep it open and green."
Phil's statement about perimeter development for
surface parking and contemporary additions to our downtown, as well as 24/7
development downtown (not just offices and retail) have also entered into our
discussions.
When you look at the 1995 comp plan it's actually
quite amazing how many things have been accomplished. I would agree,
however (hold on to your hat, Janice, I'm agreeing with you!) with Janice's
statement that right now decision making is not always subject to review through
the lens of our long term goals.
FYI...one of our goals is pretty simple:
Don't tear down any contributing buildings in our national register
districts.
