Mr Double,
 I respectfully disagree with you on your opinion on downtown development, 20 yrs ago I would have agreed with you, " The Plaza" certainly was a boondoggle of federal and state funds that in the end crippled our downtown. The levee park...toomuch concrete and even if I wanted to, there is no way I can moor my boat on the levee without having to call my insurance agent about getting an estimate for the gel-coat repairs( the only viable dock is now going to be used by WSU for their on water classroom...which , by the way, is a great idea for the school) when I return to the boat. I strongly encourage you to drive up to Wabasha/Lake City/Redwing (and if you really want to be shocked, Stillwater) and see what utilizing their beautiful waterfronts, investing in city owned docks and marinas that actually have transient slips has done for their local economies. The amount of discretionary income boaters have would astonish you. They can and do inject into the local communities in which they visit on the weekends. again Mr. Double, I implore you and others who are somewhat skeptical to please just take a day drive north( start in Wabasha, look at the beautiful housing they are putting up on the waterfront( and I am not even talking about the Mc Mansions). If you arent convinced Winona is missing the boat (pun intended!) on this I wil be amazed.
 We dont seem to have a problem spending $50,000 lobbying in St Paul, maybe we should send our council members on a little bus tour up river for a weekend and see if they can see where we might be missing some real opportunity ofr economic and community growth in a positive way that embraces the natural beauty and heritage of this town.
 Please, take a nice drive up river some saturday and see if that doesnt get you to see things from a different angle regarding development and utilization of the Riverfront.

p.s. the ethanol plant sounds like a good idea to me as well, but I would prefer to have my hometown know as that beautiful place on the Mississippi that people love to stop at and enjoy.
