Very interesting point, I didn't realize they are a strong majority of service related businesses. And you're right, they cant, nor should they be forced out by any means. Thank goodness we have them there for us now, we should never turn out backs on them.
We need housing/retail mixes built. By housing I mean nice housing. Condo/townhomes(dense housing) with a nice retail mix in the development. These initial buildings could be somewhat financed using Tax Increment Financing ( TIF), however it is important to not go overboard with it like the city of Chanhassen did. I imagine there is a good possibility there could be some federal/state funds available for downtown revitalization projects but I would be skeptical to the amount of low income housing they require ( gonna catch heck for saying that I am sure).
In order for these waterfront units to be commercially viable there HAS to be available dock
slippage, currently, there is a dire shortage of quality dock space and marinas in Winona ( I dare you to find a Marina that has a public shower, and Dicks doesnt count, he put one in there to get his lease renewed, it remains locked and unused...he got his lease resigned though..). Mooring on the levee, as I said earlier is dangerous to your boat at best. there just simply is a lack of quality boating facilities in Winona..
If I were going to by a condo/townhome downtown, I certainly would want the option to have a boat parked nearby..again, I return to my comparison of nearby cities...we need to send our council or planning commission on a road trip upriver. That I believe is the start.
