Great idea for the Farmers Mkt, it could use a little more city support, also, it's close enough to the levee that you could also do some type of riverfront banner as well,
Mr Finn, that trolley sounds like an excellent Idea, especially when the Aghaming(sp?) Park is completed and more "tourist" friendly. I am curious as to the reasons you couldnt get that item onto the minutes...maybe you need to present it a bit different? As far as the old swing bridge, my friend happens to own it, he has kept all required permits up to date and recently secured the needed funds to develop it(along with a really nice federal grant). He approached the city in the past and was ignored, he no longer needs nor wants any city participation with his project.

Good discussion about downtown Winona. Here's a random thought
regarding a related item. How about providing better municipal
support for the Winona Farmer's Market? In a lot of places I've
travelled, open markets of different kinds provide a unique
atmosphere that attracts both locals and visitors. Chances are good
that market customers also stop at neighboring businesses to shop or
buy a meal either before or after their stroll through the market.
I'm a regular customer and sometimes street musician at our market,
and I think the vendors offer up a great variety of interesting
produce, meat, flowers, honey, preserves....but unfortunately there
are many Saturday mornings when it's painfully obvious that they are
lucky to recoup their gas money, because the turnout of customers is
so small. I'd like to see the City provide some free advertising, at
least some sort of banners or signs which would direct the casual
weekend traveller toward the market. These businesses are all quite
small and probably unable among themselves to generate enough profit
to fuel a major advertising campaign... and my point is that they're
doing Downtown a favor by being there.

In yesterday's message, I neglected to mention one motivation for my
participating on the Riverfront and Transportation Sub-committees: To
advocate for my bicycle/pedestrian ferry boat scheme to take people from the
Levee to Latch Island. (I'd make the craft just big enough to hold an
ambulance in case the bridge was blocked for some reason in an emergency.)
Using the bridge cat walk isn't all that pleasant of an experience,
especially if you have young children along. It would have to be subsidized
to some extent, of course. Maybe operated in conjunction with the bus
system. It would provide a lower cost river boat experience for tourists and
residents than a full blown tour boat. Since it wouldn't be sailing very
far, electric motor propulsion might be all that is needed. The Kentucky
towns of Newport and Covington across the Ohio River from Cincinnati had
such a ferry when we visited during a river boat festival.
Neither planning group liked the idea, so it never made it into the meeting
minutes. Nor did my suggestion to investigate using the remains of the rail
road swing bridge as a foundation for something.
